In a latest initiative to recognize young people as critical drivers of sustainable development, Atal Innovation Mission (AIM), NITI Aayog and United Nations Development Programme (UNDP) India on Friday launched Youth Co:Lab which aims at accelerating social entrepreneurship and innovation in young India.

To mark the launch, a Letter of Intent (LOI) was signed between AIM, NITI Aayog and UNDP India.

Through Youth Co:Lab, young entrepreneurs and innovators will get a chance to connect with governments, mentors, incubators and investors, who will help equip them with entrepreneurial skills.

The initiative will also convene a series of youth dialogues across several cities such as New Delhi, Hyderabad, Bangalore and Mumbai to promote entrepreneurship across India.

AIM and UNDP, as part of UNSDF signed between NITI Aayog and UN India, are collaborating to spread awareness about different issues pertaining to youth, the future of work and the Sustainable Development Goals (SDG) through Youth Co:Lab.

The first phase of Youth Co:Lab will focus on six SDGs: SDG 5 (Gender Equality), SDG 6 (Clean Water and Sanitation), SDG 7 (Affordable and Clean Energy), SDG 8 (Decent Work and Economic Growth), SDG 12 (Sustainable Consumption and Production) and SDG 13 (Climate Action).

Sharing his views on the significance of youth led entrepreneurship, Mission Director Ramanan Ramanathan said that “youth entrepreneurship has immense potential benefits and the most significant one is that it creates huge employment opportunities in the country.”

“With the world’s largest youth population millions in the county are entering the workforce every year, it is critical for India to create a robust employment and entrepreneurship ecosystem,” he added.

Targeted at supporting young people overcome challenges, UNDP and AIM, NITI Aayog will empower young people through innovative development ideas.

In this regard, Youth Co:Lab will convene social innovation challenges at the national and sub-national level, which will invite young people in the age group of 18-29 years and start-ups to showcase their proposed ideas and solutions to tackle some of the region’s biggest social challenges.

They will also get the opportunity to pitch their ideas at UNDP’s regional centre in 2020.

Aspiring entrepreneurs or nascent entrepreneurs (with less than 3 years of experience) can submit their ideas at  before 4 November, 2019.

Selected applicants will be invited for a national innovation challenge, where each winning start-up will get an opportunity to incubate and strengthen their ideas at the Atal Incubation Centres.

Speaking at the launch, Resident Representative, UNDP India Shoko Noda said, that 21st-century challenges can’t be solved with traditional approaches.

“It is essential to position young people front and centre, to solve the region’s most wicked development challenges. We must ensure that they are motivated and excited to learn future skills, particularly leadership, social innovation, entrepreneurship and communication,” she added.

यूथ कोःलैब के माध्यम से युवा उद्यमी और अभिनवकर्ता को सरकार, मेंटरों, इन्क्यूबेटरों और निवेशकों से जुड़ने का एक अवसर मिलेगा, जो उन्हें उद्यमी कौशल से लैस करने में मदद करेगा।

उन्होंने कहा कि दुनिया की सबसे अधिक युवा आबादी के साथ भारत के लाखों लोग हर साल कार्यबल में शामिल हो रहे हैं, भारत के लिए मजबूत रोजगार और उद्यमिता परितंत्र बनाना महत्वपूर्ण है।

चुनौतियों से उबरने में युवाओं की सहायता के लिए यूएनडीपी और एआईएम, नीति आयोग युवाओं को नवोन्मेषी विकास विचारों के माध्यम से सशक्त बनायेगा।

सरकार ने प्रधानमंत्री की आर्थिक सलाहकार परिषद का पुनर्गठन किया / Government reconstitutes Economic Advisory Council to the Prime Minister

भारत सरकार ने दो वर्षों के लिए प्रधानमंत्री की आर्थिक सलाहकार परिषद (ईएसी-पीएम) का पुनर्गठन किया है। यह पुनर्गठन 26 सितंबर, 2019 से प्रभावी होगा। डॉ. बिवेक देबरॉय और श्री रतन पी. वटल पुनर्गठित परिषद के क्रमशः अध्यक्ष और सदस्य सचिव होंगे। इन दो पूर्णकालिक सदस्यों के अतिरिक्त प्रधानमंत्री की आर्थिक सलाहकार परिषद में दो अंशकालिक सदस्य होंगे। डॉ. अशिमा गोयल परिषद की अंशकालिक सदस्य बनी रहेंगी, जबकि डॉ. साज्जिद चिनॉय को अंशकालिक सदस्य बनाया गया है।

Government of India has reconstituted the Economic Advisory Council to the Prime Minister (EAC-PM) for a period of two years with effect from 26th September 2019.Dr. Bibek Debroy and Shri Ratan P. Watal will continue to be the Chairman and Member Secretary respectively of the reconstituted EAC-PM. Apart from these two Full-Time Members, the EAC-PM will have two Part-Time Members.While Dr. Ashima Goel continues to be one of the Part-Time Members, Dr. Sajjid Chinoy has been made as another Part-time Member.

Online filing & Issuance of Preferential Certificate of Origin through the Common Digital Platform

Minister of Commerce and Industry Piyush Goyal and his junior colleague Hardeep Singh Puri on Monday launched a common digital platform for the issuance of electronic certificates of origin (CoOs).

“The platform will be a single access point for all free trade agreements (FTAs) and preferential trade agreements (PTAs). The CoO will be issued electronically, which can be in the paperless format if agreed to by the partner countries,” said Goyal.

Authorities of partner countries will be able to verify the authenticity of certificates from the website. Further, it provides administrative access to the Department of Commerce for reporting and monitoring purposes.

Goyal said exporters may register on this platform and apply for CoOs to any of the designated agencies. The Export Inspection Council (EIC) and its agencies are already on-boarded. Other agencies are in the process of registering on the platform.

The on-boarding process is only for the purposes of payment integration so that the application fees may flow to the respective agencies. The platform will be made live for FTAs in a phased manner as per the concurrence of the concerned partner countries. Various territorial divisions have already informed their partner countries.

“We are scheduled to start with the India-Chile PTA,” said Goyal. “Once the partner countries agree to electronic data exchange, the CoOs will be electronically sent to the customs of the partner countries. After this, there will not be any need for physical CoO copy, saving transaction cost and time for the Indian exporters.”

India has 15 FTAs and PTAs with various partner countries under which Indian exporters avail reduced import tariffs in the destination country. To avail of this benefit, the exporters must provide a preferential CoO.

About 7 lakh certificates are issued annually by designated agencies. These verticals certify that exported goods are made in India. These certificates are issued by designated agencies in India after vetting of the rules of origin criteria as per the respective FTA/PTA.

Some designated agencies for CoO issuance are EIC, Directorate General of Foreign Trade (DGFT), Marine Products Export Development Authority (MPEDA), the Textile Committee and the Tobacco Board.

Union Minister of Commerce & Industry and Railways, Piyush Goyal and Minister of State for Commerce & Industry, Hardeep Singh Purilaunched Steel Import Monitoring System (SIMS) in New Delhi today.

The system has been developed in consultation with Ministry of Steelon the pattern of US Steel Import Monitoring and Analysis (SIMA) system.

The SIMS will provide advance information about steel imports to Government and stake holders including, steel industry (producers), steel consumers(importers) to have effective policy interventions.

In this system, the importers of specified steel products will register in advance on the web portal of SIMS providing necessary information. The registration will be online and automatic and no human intervention is required.  The importer can apply for registration not earlier than 60th day and not later than 15th day before the expected date of arrival of import consignment. The automatic Registration Number thus granted shall remain valid for a period of 75 days. The information about the steel imports provided by the importers on the SIMS will be monitored by the Steel Ministry.

Steel Import Monitoring System (SIMS) has been notified with effect from 1st November, 2019 vide Notification No.17 dated 5th September, 2019.The system shall require importers to submit advance information in an online system for import of 284 steel tariff lines at 8-digit HS code in order to obtain an automatic Registration Number by paying prescribed registration fee. Importer shall have to enter the Registration Number and expiry date of Registration in the Bill of Entry to enable Customs for clearance of consignment. The SIMS will be effective from 01.11.2019, i.e., Bill of Entry on or after 01.11.2019. The facility of on line Registration will be available with effect from 16/09/2019.

Measures to Boost Exports
Export promotion : Steps taken so far
Export promotion measures taken in last few years
Interest Equalization Scheme (IES) on pre and post shipment rupee export credit
introduced from 1.4.2015 providing interest equalisation at 3% to exporters on 416 lines
and for all MSME exporters.
• The IES rate increased to 5% for MSME exporters with effect from 2.11.2018 and
merchant exporters were covered under the scheme with effect from 2.1.2019.
• India’s rank in World Bank ‘Ease of doing business’ ranking improved from 142 in 2014 to 77 in 2018, with the sub-rank in ‘Trading across borders’ moving up from 122 to 80.
• “Trade Infrastructure for Export Scheme (TIES)” launched with effect from 1st April 2017
to address the export infrastructure gaps in the country.
• Comprehensive “Agriculture Export Policy” launched on 6th December, 2018 with an
aim to double farmers’ income by 2022
• “Transport and Marketing Assistance” (TMA) scheme launched in 05th March 2019 for
mitigating disadvantage of higher cost of transportation for export of specified
agriculture products.
• Scheme for Rebate of State and Central Taxes and Levies (RoSCTL) covering export of
garments and made-ups notified on 7.3.2019 providing refund of duties/taxes at higher
New Measures to Boost Exports
– Incentives and Taxation
1. Extend the scheme of Reimbursement of Taxes & Duties for Export promotion
• Scheme for Remission of Duties or Taxes on Export Product (RoDTEP) will replace MEIS.
• Existing dispensation in textiles of MEIS + old ROSL will continue up to 31.12.2019
• Textiles and all other sectors which currently enjoy incentives upto 2% over MEIS will transit into RODTEP from 1.1.2020
• In effect, RODTEP will more than adequately incentivize exporters than existing schemes put together.
• Revenue foregone projected at up to Rs. 50,000 crores
2. Fully automated electronic refund route for Input Tax Credits (ITC) in GST
• Fully electronic refund module (FORM GSAT RFD-01) for quick and automated refund of ITC nearing completion and will be implemented by end September 2019.
• This is expected to monitor and speed up ITC refunds.
3. Expanding scope of Export Credit Insurance Scheme (ECIS) by ECGC
• Export Credit Guarantee Corporation (ECGC) will expand the scope of ECIS
• Will offer higher insurance cover to banks lending working capital for exports.
• Premium incidence for MSMEs will be moderated suitably.
• It is expected that the initiative will cost about Rs 1700 cr per annum.
• This will enable reduction in overall cost of export credit including interest rates, especially to MSMEs
4. Revised Priority Sector Lending (PSL) norms for Export Credit
• Priority Sector Lending (PSL) norms for Export credit have been examined and enabling guidelines are under consideration of RBI
• This will release an additional Rs. 36,000 crs. to Rs 68,000 crores as export credit under priority sector.
5. Effective monitoring of Export Financing by Department of Commerce
• Data on Export Finance is regularly published by RBI
• Export Finance will be actively monitored by an Inter Ministerial Working Group in Department of Commerce, tracked through a dashboard, reviewed with institutions and active intervention carried out.
6. Leverage technology to reduce “Time to Export or Turn-around time”
• Technology will be further leveraged by timely completion of ongoing initiatives to further reduce “Time to export” – though seamless process digitization of all export clearances (port/airport/customs, etc) and elimination of offline/manual
• An action plan to reduce Time to export/turn-around time in airports and ports benchmarked to international standards will be implemented by Dec 2019.
• Actual turnaround times will be published in real time for each port and airport to push them to improve performance
• An Inter-Ministerial Group will be made accountable for this.
7. Annual mega shopping festivals.
• Annual mega shopping festivals in India will be organized in 4 places across 2020 March in 4 themes (G&J, Handicrafts/Yoga/Tourism, Textiles and Leather)
8. Special FTA Utilisation Mission
• FTA Utilisation Mission, headed by a Senior officer in Department of Commerce, will be set up
• To work exclusively with FIEO and export houses to utilise concessional tariffs in each FTA,
• Enhance awareness of preferential duty benefits among MSMEs, disseminate and facilitate compliance requirements (Rules of Origin/ Certificate of Origin, etc.) under FTAs for importers and exporters,
• Set goals for FTA utilization and put in place an effective FTA monitoring system.
9. Online “Origin Management System”
• An Online “Origin Management System” for exporters to enable them to obtain Certificates of Origin – CoO (under Rules of Origin) will be launched in the next few weeks by DGFT in collaboration with Exports Inspection Council.
• This is expected to significantly improve ease of doing business for exporters.
10. Time bound adoption of mandatory Technical Standards
• Time bound adoption by Industry of all necessary mandatory technical standards and their effective enforcement to elevate the quality and performance ecosystem, enhance competitiveness and address the issue of sub-standard imports.
• A Working Group on Standards will be set up in D/o Commerce to work with industry to lay down a roadmap for adoption of Standards, time lines and enforcement.
• This is expected to be a big boost in enabling Indian products overcome Non-tariff barriers in exports.
11. Affordable testing and certification infrastructure
• Affordable testing and certification infrastructure will be adequately expanded and developed in PPP mode to enable exporters to get all internationally accepted tests and certification done within India.
• This will reduce costs of adoption of standards and certification for Indian exporters to meet national standards of FTA partners
12. Enable handicrafts industry to effectively harness e-commerce for exports
• Special dispensation for facilitating and on-boarding handicrafts artisans and handicraft cooperatives directly on e-commerce portals and enable seamless exports.
• Mass enrolment of artisans across India with help of M/o Textile and organisations like TRIFED, CIE, etc.

स्वच्छता ही सेवा 2019 के लिए डीपीआईआईटी द्वारा प्लास्टिक अपशिष्ट प्रबंधन अभियान की शुरूआत

प्रधानमंत्री द्वारा स्‍वतंत्रता दिवस के अवसर पर दिये गये भाषण में प्‍लास्टिक अपशिष्‍ट प्रबंधन के लिए कार्रवाई करने का आह्वान किया गया था। इस वर्ष की स्‍वच्‍छता ही सेवा का विषय प्‍लाटिक अपशिष्‍ट प्रबंधन है। वाणिज्‍य और उद्योग मंत्रालय का उद्योग और आंतरिक व्‍यापार संवर्धन विभाग (डीपीआईआईटी) जल शक्ति मंत्रालय के पेयजल और स्‍वच्‍छता विभाग के अभियान की सफलता के लिए महत्‍वपूर्ण भूमिका निभा रहा है।

पहले डीपीआईआईटी सीमेंट भट्टों में 2 अक्‍टूबर, 2019 को एकत्र प्‍लास्टिक अपशिष्‍ट की रि-साइक्‍लिंग सुनिश्चित करेगा और दूसरे 2 अक्‍टूबर, 2019 को ही राष्‍ट्रव्‍यापी श्रमदान के माध्‍यम से प्‍लास्टिक अपशिष्‍ट एकत्र करेगा। इसके लिए डीपीआईआईटी ने सभी राज्‍य सरकारों और केन्‍द्र शासित प्रदेशों से अपने यहां सभी औद्योगिकी एस्‍टेट्स, पार्कों, कारिडोरों, नोड्स और औद्योगिक क्षेत्रों से 11 सितम्‍बर, 2019 से शुरू होने वाले स्‍वच्‍छता ही सेवा 2019 के लिए प्‍लास्टिक अपशिष्‍ट एकत्र करने का अनुरोध किया है।

जल शक्ति मंत्रालय के पेयजल और स्‍वच्‍छता विभाग ने डीपीआईआईटी से सीमेंट भट्टों द्वारा प्‍लास्टिक अपशिष्‍ट के उपयोग को जरूरी बनाने का अनुरोध किया है। डीपीआईआईटी यह सुनिश्चित करेगा कि इस वर्ष दिवाली तक सीमेंट भट्टों में एकत्र किया गया प्‍लास्टिक अपशिष्‍ट रि-साइकल किया जाये। इस वर्ष 2 अक्‍टूबर को स्‍वच्‍छता ही सेवा अभियान के लिए डीपीआईआईटी के कर्मचारी श्रमदान करेंगे और पूरे देश में प्रौद्योगिक क्षेत्रों और उनके आस-पास प्‍लास्टिक कचरे का संग्रह सुनिश्‍चित करेंगे।

डीपीआईआईटी ने सतत और निरंतर आधार पर प्‍लास्टिक अपशिष्‍ट प्रबंधन पर ध्‍यान देते हुए राज्‍य सरकारों से औद्योगिक पार्कों को संवेदनशील बनाने का अनुरोध किया है। सभी राज्‍य और केन्‍द्र शासित सरकारें अपने यहां स्‍थापित की जाने वाली नोडल टीमों के माध्‍यम से इस अभियान की निगरानी करेगी।

DPIIT to Launch Plastic Waste Management Campaign for Swachhta Hi Sewa 2019

As part of Prime Minister’s call to action for Plastic Waste Management, during his Independence Day speech, the theme of this year’s Swachhta hi Sewa is Plastic Waste Management. Department for Promotion of Industry & Internal Trade (DPIIT), Ministry of Commerce & Industry, is playing a critical two-fold role for the success of the campaign as mandated by Department of Drinking Water and Sanitation, Ministry of Jal Shakti.

First, DPIIT will ensure recycling of plastic waste collected on 2nd October 2019 in cement kilns and second, collect plastic waste through nationwide shramdaan on 2nd October 2019. For this DPIIT has requested all the State Governments and Union Territories to mobilise the Industrial Parks in States and Union Territories for collection of plastic waste across all Industrial Estates, Parks, Corridors, Nodes and Industrial Areas for the Swachhta hi Sewa 2019 campaign beginning from 11th September, 2019.

The Department of Drinking Water and Sanitation, Ministry of Jal Shakti, has requested DPIIT to mandate the use of plastic waste by cement kilns and DPIIT will ensure that all collected plastic waste may be recycled in cement kilns by Diwali this year.

On 2nd October, for the Swachhta hi Sewa campaign this year, DPIIT personnel will undertake Shramdaan and ensure the collection of plastic waste on and around industrial areas all across the country.

DPIIT has requested State Governments to sensitize Industrial Parks by focusing on Plastic Waste Management on a sustained and continuous basis. State and Union Territory Governments will monitor the campaign through their nodal teams to be set up by them.
