Ministry of Port, Shipping and Waterways (MoPSW) in association with India Ports Global observed ‘Chabahar Day’ to mark the Chabahar – Link to INSTC – Connecting Central Asian Markets in Mumbai today. INSTC (International North-South Transport Corridor) is India’s vision and initiative to reduce the time taken for EXIM shipments to reach Russia, Europe, and enter the central Asian markets. The Chabahar Port located in Iran is the commercial transit center for the region and especially Central Asia.

Shri Sarbanand Sonwal in his address stated that Our vision is to make Shahid Beheshti Port at Chabahar a transit hub and linking it to INSTC to reach out to Central Asian Countries. He said we look forward to businesses and logistics companies to utilize the incentives of the Shahid Beheshti Port and Chabahar Free Trade Zone. We urge all the representatives and stakeholders to come forward with suggestions to reduce the transportation time and cost further to make a cheaper , shorter, faster and more reliable route from India to Iran and Central Asia , he added .
During the event, the delegates from the Central Asian countries highlighted how Chabahar link with INSTC can play a vital role in boosting EXIM trade in their regions and its potential to further boost development in the landlocked countries. During the day-long event, several presentations and Government to Business sessions took place. Presentations and speeches were given by Chairman IPA, MD IPGL, FFFAI and Joint Secretary, Ministry of External Affairs. The meeting concluded with a vote of thanks presented by Shri Unmesh Sharad Wagh, IRS, Director Operations, IPGL.
NLDSL-NICDC Logistics Data Bank’s LDB Project has achieved a milestone of handling 50 million EXIM containers since its inception six years ago.
Union Minister for Commerce and Industry, Consumer Affairs, Food and Public Distribution and Textiles, Shri Piyush Goyal congratulated the entire team of NLDSL for achieving the milestone.
Sh. Amrit Lal Meena, Chairman NLDSL, said that NLDSL is striving to make the LDB project a hallmark of Logistic development in India in line with the objectives of ‘Atmanirbhar Bharat’ and ‘Make in India’ initiative.
LDB was conceived as one of the smart community projects between India and Japan during the initial stages of planning of Delhi Mumbai Industrial Corridor project. LDB handles 100% per cent of India’s EXIM container volume. It uses RFID technology through Internet of Things (IoT), Big Data and Cloud-based solution to provide real-time tracking of EXIM container movement in India.
The LDB system has contributed in improving India’s rank in the benchmarking tool of the World Bank i.e. Logistics Performance Index (LPI) and Ease of Doing Business (EoDB) to help countries identify the challenges and opportunities in trade logistics. LDB has led to improve the key components of logistics which include customs performance, infrastructure quality, logistics service quality, consignments tracking and tracing, timeliness of shipments and Trading Across Border (TAB) which is primarily the relevant parameter for cross-border trade.
Currently, LDB Pan India coverage integrates17 Ports (comprising 27 port terminals) (Port IT systems), 170 CFSs & ICDs (RFID Infrastructure), 60 Toll Plazas (RFID Infrastructure), 03 ICPs (RFID Infrastructure), 09 SEZs (RFID Infrastructure) and 5800 railway stations (Freight Operations Information System- FOIS).
LDB Project has been leveraged to develop Unified Logistics Interface Platform (ULIP). The ULIP has been conceptualized with the vision of “PM GatiShakti” which aims at breaking individual silos, promote integration among various Ministries/Departments and create a single window thus bringing efficiency and transparency in the logistics industry and thus making India cost competitive and ‘Atmanirbhar’ in the logistics sector. ULIP has been integrated with 27 systems of seven different ministries through 102 APIs, covering more than 1600 fields successfully.
17+ year old youngsters can now apply in advance for having their names enrolled in Voter’s list and not necessarily have to await the pre-requisite criterion of attaining age of 18 years on 1st January of a year. ECI led by Chief Election Commissioner Shri Rajiv Kumar and Election Commissioner Shri Anup Chandra Pandey have directed the CEOs/EROs/AEROs of all States to work out tech-enabled solutions such that the youth are facilitated to file their advance applications with reference to three subsequent qualifying dates i.e. 01st April, 01st July and 01st October and not just 1stJanuary. Henceforth, the Electoral Roll will be updated every quarter and eligible youngsters can be registered in the next quarter of the year in which he/she has attained the qualifying age of 18 years. After getting registered, he/she will be issued an Electoral Photo Identity Card (EPIC). For the current round of annual revision of electoral roll, 2023, any citizen attaining the age of 18 years by April 1, July 1 and October 1 of 2023 can also submit an advance application for registration as a voter from the date of draft publication of electoral roll.
The Election Commission of India, in pursuance of the legal amendments in the Section 14(b) of the RP Act 1950 and consequent modifications in Registration of Electors Rules, 1960, has initiated the process for bringing about necessary changes for preparation/revision of electoral roll of Assembly/Parliamentary Constituency. It may be recalled that on the recommendations of ECI, the Ministry of Law & Justice recently amended the RP Act to provide for four qualifying dates i.e., 01st January, 01st April, 01st July and 01st October as eligibility for youngsters to register in electoral rolls as opposed to the earlier single qualifying date of 1st January only.
As per existing policy, revision of electoral rolls with reference to 1st January of the coming year as the qualifying date was done normally in the later part of each year in all States/UTs (normally in the last quarter of a year) so that final publication of the electoral rolls is made in the first week of January of the succeeding year. This meant that a large number of young persons who completed 18 years after 1st January had to wait for Special Summary Revision of the next year for enrolment and were not able to participate in elections held in the intervening period.
The Commission has also made the registration Forms more user friendly and simpler. The newly modified Forms will come into force on 1st August, 2022. All applications (claims and objections), in old forms, received before 1st August, 2022 will be processed and disposed of and in such cases, there is no need to file application in new forms.
The Commission has ordered Annual Summary Revision with reference to 01.01.2023 as the qualifying date in all States except the Poll Going States. All the pre-revision activities are undertaken in accordance with the Commission’s existing instructions and guidelines and Manual on Electoral Roll, 2016 and Manual on Polling Stations, 2020. The revision and pre-revision activities are done in such a manner that the Electoral Rolls are finally published much before National Voters’ Day (25th January of every year) so that EPICs generated for new electors especially young voters (18-19 years) can be distributed to them in ceremonial manner on the day of NVD.
Pre-revision activities include Rationalization/Re-arrangement of Polling Stations; Removal of discrepancies of demographically/Photo Similar Entries; Preparation of Supplements and integrated draft roll with reference to 01.10.2022 as the qualifying date. Commission has directed to take all efforts to ensure 100% removal of DSEs/PSEs from electoral roll and discrepancies in EPICs during the current round of pre-revision activities.
The revision activities to begin in November include disposal of claims and objections received after publication of integrated draft electoral roll. Under the Special Summary Revision, a one-month period is available to file claims and objections in the draft electoral roll. Special camps will be organized by CEOs on weekends for which the date will be publicized by concerned CEOs. The final electoral roll will be published on 5th January 2023.
Polling Station Rationalization
As part of the Annual Summary Revision, polling stations, having more than 1500 electors, shall be rationalized/modified as per the given schedule and before the draft publication of electoral rolls in accordance with instructions contained in Manual on Polling Station, 2020. A new Polling Station shall be created only after rationalizing the sections to the adjacent Polling Stations to the possible extent. Other objectives of rationalization of polling stations are to group all the family members and neighbors in a section.
For linking of AADHAR number with Electoral Roll data, provision has been made in the modified registration forms to seek Aadhaar details of electors. A new Form-6B has also been introduced for collecting Aadhaar number of existing electors. However, no application for inclusion of name in electoral roll shall be denied and no entries in electoral roll shall be deleted for inability of an individual to furnish or intimate Aadhaar Number.
It has been emphasized that while handling Aadhaar number of the applicants, the provision under Section 37 of the Aadhaar (Targeted Delivery of Financial and other Subsidies, Benefits and Services) Act, 2016 must be adhered to. Under no circumstances should it go public. If the electors’ information is required to put for public display, the Aadhaar details must be removed or masked.
A Time bound drive is being started w.e.f. 01.8.22 for collection of Aadhaar number of the existing electors. Furnishing of Aadhaar number is purely voluntary. Objective of the programme is to establish the identity of electors and authentication of entries in Electoral Roll
Deleting Repeat/Multiple Entries from Electoral Roll
Detailed Procedure of Deletion of Repeat/Multiple Entries has been specified. In repeated/multiple entries reported by individual citizens, BLAs of political parties or RWA representatives, field verification is mandatorily done in each and every case. Name of the elector would be deleted in the electoral roll only at the place where he/she is not found to be ordinarily residing.
Field Verifications and Superchecking for Healthy Electoral Roll
For the purpose of improving the health of the electoral roll, the Election Commission has emphasized the need for field verification by the Booth Level Officers. There is a mechanism for supervision and checking for enforcing strict accountability of the work performed by different levels of electoral machinery, such as Supervisors, EROs and AEROs by field verification. Similarly, DEOs, Roll Observers and CEOs also check the work done by EROs before the final decision on claims and objections is taken. Besides, Officers from ECI and O/o CEOs are also deployed to further random checks and to supervise.
Participative Process- Involving BLAs
With a view to ensure more involvement of political parties, the Commission has allowed Booth Level Agents (BLAs) of recognized political parties to file applications in bulk, subject to the condition that a BLA shall not submit more than 10 Forms to BLO at one time/in one day. If a BLA files more than 30 Applications/Forms during the entire period of filing claims and objections, then the cross verification must be done by ERO/AERO themselves. Further, the BLA will also submit a list of application forms with a declaration that he has personally verified the particulars of the application forms and is satisfied that they are correct.
Telecom is a strategic sector. Presence of BSNL in telecom market acts as a market balancer. BSNL plays a crucial role in expansion of telecom services in rural areas, development of indigenous technology and disaster relief.
To make BSNL financially viable, the Union Cabinet chaired by Prime Minister Shri Narendra Modi today approved the revival package of BSNL amounting to Rs 1.64 Lakh Cr.
Revival measures approved by the Cabinet focus on infusing fresh capital for upgrading BSNL services, allocating spectrum, de-stressing its balance sheet, and augmenting its fiber network by merging Bharat Broadband Nigam Limited (BBNL) with BSNL.
Upgrading BSNL services
Administrative allotment of Spectrum: To improve existing services and provide 4G services, BSNL will be allotted Spectrum in 900/1800 MHz band administratively at the cost of Rs 44,993 Cr through equity infusion. With this spectrum, BSNL will be able to compete in the market and provide high speed data using their vast network including in rural areas.
Financial support for capex: To promote indigenous technology development, BSNL is in process of deploying Atmanirbhar 4G technology stack. To meet the projected capital expenditure for next 4 years, Government will fund capex of Rs 22,471 Cr. This will be a significant boost to development and deployment of Atmanirbhar 4G stack.
Viability gap funding for rural wireline operations: Despite the commercial non-viability, BSNL has been providing wireline services in rural/remote areas to meet the social objectives of the Government. Government will provide Rs 13,789 Cr to BSNL as viability gap funding for commercially unviable rural wire-line operations done during 2014-15 to 2019-20.
Increase in authorized capital: The authorized capital of BSNL will be increased from Rs 40,000 Cr to Rs 1,50,000 Cr in lieu of AGR dues, provision of capex and allotment of spectrum.
De-stressing BSNL balance sheet
Debt structuring: Government will provide sovereign guarantee to these PSUs for raising long term loan. They will be able to raise long term bonds for an amount of Rs 40,399 Cr. This will help restructuring existing debt and de-stressing the balance sheets.
Financial support for AGR dues: To further improve the balance sheet, AGR dues of BSNL amounting to Rs 33,404 Cr will be settled by conversion into equity. Government will provide funds to BSNL for settling the AGR/GST dues.
Re-issue of preference shares: BSNL will re-issue preference share of Rs 7,500 Cr to the Government.
Augmenting BSNL fiber network
Merger of BBNL and BSNL: To facilitate wider utilization of infrastructure laid under BharatNet, Bharat Broadband Network Ltd (BBNL) will be merged with BSNL. The infrastructure created under BharatNet will continue to be national asset, accessible on a non-discriminatory basis to all the Telecom Service Providers.
With these measures, BSNL will be able to improve the quality of existing services, roll out 4G services and become financially viable. It is expected that with the implementation of this revival plan, BSNL will turn-around and earn profit in FY 2026-27.

दूरसंचार एक सामरिक क्षेत्र है। दूरसंचार बाजार में बीएसएनएल बाजार संतुलक का कार्य करता हैं। बीएसएनएल ग्रामीण क्षेत्रों में दूरसंचार सेवाओं के विस्तार, स्वदेशी प्रौद्योगिकी के विकास और आपदा राहत में महत्वपूर्ण भूमिका निभाता है।
बीएसएनएल को वित्तीय रूप से व्यवहार्य बनाने के लिए, प्रधानमंत्री श्री नरेन्द्र मोदी की अध्यक्षता में केंद्रीय मंत्रिमंडल ने आज ₹ 1.64 लाख करोड़ रुपये के बीएसएनएल के रिवाइवल पैकेज को मंजूरी दी।
मंत्रिमंडल द्वारा अनुमोदित पुनरुद्धार उपायों के माध्यम से भारत ब्रॉडबैंड निगम लिमिटेड (बीबीएनएल) का बीएसएनएल में विलय करके बीएसएनएल सेवाओं के उन्नयन, स्पेक्ट्रम आवंटन, इसकी बैलेंस शीट को डी-स्ट्रेस करना और इसके फाइबर नेटवर्क को बढ़ाने पर ध्यान केंद्रित किया गया है।
अ. बीएसएनएल सेवाओं का उन्नयन:
1. स्पेक्ट्रम का प्रशासनिक आवंटन: मौजूदा सेवाओं में सुधार और 4जी सेवाएं प्रदान करने के लिए, बीएसएनएल को इक्विटी निवेश द्वारा ₹ 44,993 करोड़ की लागत से 900/1800 मेगाहर्ट्ज बैंड में स्पेक्ट्रम का प्रशासनिक आवंटन किया जाएगा। इस स्पेक्ट्रम के द्वारा, बीएसएनएल बाजार में प्रतिस्पर्धा करने और ग्रामीण क्षेत्रों सहित अपने विशाल नेटवर्क का उपयोग करके हाई स्पीड डेटा प्रदान करने में सक्षम होगा।
2. कैपेक्स के लिए वित्तीय सहायता: स्वदेशी प्रौद्योगिकी विकास को बढ़ावा देने के लिए, बीएसएनएल आत्मनिर्भर 4जी प्रौद्योगिकी स्टैक लगाने की दिशा में अग्रसर है। अगले 4 वर्षों के लिए अनुमानित पूंजीगत व्यय को पूरा करने के लिए, सरकार ₹ 22,471 करोड़ कैपेक्स फंड देगी। आत्मनिर्भर 4जी स्टैक को विकसित करने तथा लगाने से महत्वपूर्ण प्रोत्साहन मिलेगा।
3. ग्रामीण वायरलाइन संचालन के लिए व्यवहार्यता अंतर वित्तपोषण: वाणिज्यिक अव्यवहार्यता के बावजूद, बीएसएनएल सरकार के सामाजिक उद्देश्यों को पूरा करने के लिए ग्रामीण/दूरस्थ क्षेत्रों में वायरलाइन सेवाएं प्रदान कर रहा है। सरकार 2014-15 से 2019-20 के दौरान किए गए व्यावसायिक रूप से अव्यवहार्य ग्रामीण वायरलाइन संचालन के लिए वायबिलिटी गैप फंडिंग के रूप में बीएसएनएल को ₹ 13,789 करोड़ प्रदान करेगी।
4. अधिकृत पूंजी में वृद्धि: एजीआर बकाया के निपटान, कैपेक्स के प्रावधान और स्पेक्ट्रम के आवंटन के बदले बीएसएनएल की अधिकृत पूंजी को ₹ 40,000 करोड़ से बढ़ाकर ₹ 1,50,000 करोड़ किया जाएगा।
ब. बीएसएनएल की बैलेंस शीट को डी-स्ट्रेस करना:
5. ऋण पुनर्गठन: सरकार इन पीएसयू को दीर्घकालिक ऋण लेने के लिए सॉवरेन गारंटी देगी जो ₹ 40,399 करोड़ की राशि के लिए दीर्घकालिक बॉन्ड लेने में सहायक होंगे। इससे मौजूदा ऋण के पुनर्गठन और बैलेंस शीट को डी-स्ट्रेस करने में मदद मिलेगी।
6. एजीआर बकाया के लिए वित्तीय सहायता: बैलेंस शीट को और बेहतर बनाने के लिए, बीएसएनएल की ₹ 33,404 करोड़ की एजीआर बकाया राशि को इक्विटी में परिवर्तित करके चुकाया जाएगा। एजीआर/जीएसटी बकाया के निपटारे के लिए सरकार बीएसएनएल को धन उपलब्ध कराएगा।
7. प्रेफरेंस शेयरों को पुन: जारी करना: बीएसएनएल सरकार को ₹ 7,500 करोड़ के प्रेफरेंस शेयर पुन: जारी करेगा।
स. बीएसएनएल फाइबर नेटवर्क का संवर्धन:
8. बीबीएनएल और बीएसएनएल का विलय: भारतनेट के तहत निर्मित बुनियादी ढांचे के व्यापक उपयोग के लिए, भारत ब्रॉडबैंड नेटवर्क लिमिटेड (बीबीएनएल) का बीएसएनएल में विलय किया जाएगा। भारतनेट के तहत सृजित बुनियादी ढांचा राष्ट्रीय संपत्ति बना रहेगा, जो सभी दूरसंचार सेवा प्रदाताओं के लिए बिना भेदभाव के आधार पर उपलब्ध होगा।
इन उपायों के द्वारा, बीएसएनएल मौजूदा सेवाओं की गुणवत्ता में सुधार करने, 4जी सेवाओं को शुरू करने और वित्तीय रूप से व्यवहार्य बनने में सक्षम होगा। यह उम्मीद की जाती है कि इस रिवाइवल योजना के लागू होने के साथ, बीएसएनएल वित्त वर्ष 2026-27 में लाभ अर्जन करके टर्न अराउंड होगा।
