सरकार ने प्रधानमंत्री की आर्थिक सलाहकार परिषद का पुनर्गठन किया / Government reconstitutes Economic Advisory Council to the Prime Minister

भारत सरकार ने दो वर्षों के लिए प्रधानमंत्री की आर्थिक सलाहकार परिषद (ईएसी-पीएम) का पुनर्गठन किया है। यह पुनर्गठन 26 सितंबर, 2019 से प्रभावी होगा। डॉ. बिवेक देबरॉय और श्री रतन पी. वटल पुनर्गठित परिषद के क्रमशः अध्यक्ष और सदस्य सचिव होंगे। इन दो पूर्णकालिक सदस्यों के अतिरिक्त प्रधानमंत्री की आर्थिक सलाहकार परिषद में दो अंशकालिक सदस्य होंगे। डॉ. अशिमा गोयल परिषद की अंशकालिक सदस्य बनी रहेंगी, जबकि डॉ. साज्जिद चिनॉय को अंशकालिक सदस्य बनाया गया है।

Government of India has reconstituted the Economic Advisory Council to the Prime Minister (EAC-PM) for a period of two years with effect from 26th September 2019.Dr. Bibek Debroy and Shri Ratan P. Watal will continue to be the Chairman and Member Secretary respectively of the reconstituted EAC-PM. Apart from these two Full-Time Members, the EAC-PM will have two Part-Time Members.While Dr. Ashima Goel continues to be one of the Part-Time Members, Dr. Sajjid Chinoy has been made as another Part-time Member.

Online filing & Issuance of Preferential Certificate of Origin through the Common Digital Platform

Minister of Commerce and Industry Piyush Goyal and his junior colleague Hardeep Singh Puri on Monday launched a common digital platform for the issuance of electronic certificates of origin (CoOs).

“The platform will be a single access point for all free trade agreements (FTAs) and preferential trade agreements (PTAs). The CoO will be issued electronically, which can be in the paperless format if agreed to by the partner countries,” said Goyal.

Authorities of partner countries will be able to verify the authenticity of certificates from the website. Further, it provides administrative access to the Department of Commerce for reporting and monitoring purposes.

Goyal said exporters may register on this platform and apply for CoOs to any of the designated agencies. The Export Inspection Council (EIC) and its agencies are already on-boarded. Other agencies are in the process of registering on the platform.

The on-boarding process is only for the purposes of payment integration so that the application fees may flow to the respective agencies. The platform will be made live for FTAs in a phased manner as per the concurrence of the concerned partner countries. Various territorial divisions have already informed their partner countries.

“We are scheduled to start with the India-Chile PTA,” said Goyal. “Once the partner countries agree to electronic data exchange, the CoOs will be electronically sent to the customs of the partner countries. After this, there will not be any need for physical CoO copy, saving transaction cost and time for the Indian exporters.”

India has 15 FTAs and PTAs with various partner countries under which Indian exporters avail reduced import tariffs in the destination country. To avail of this benefit, the exporters must provide a preferential CoO.

About 7 lakh certificates are issued annually by designated agencies. These verticals certify that exported goods are made in India. These certificates are issued by designated agencies in India after vetting of the rules of origin criteria as per the respective FTA/PTA.

Some designated agencies for CoO issuance are EIC, Directorate General of Foreign Trade (DGFT), Marine Products Export Development Authority (MPEDA), the Textile Committee and the Tobacco Board.

Union Minister of Commerce & Industry and Railways, Piyush Goyal and Minister of State for Commerce & Industry, Hardeep Singh Purilaunched Steel Import Monitoring System (SIMS) in New Delhi today.

The system has been developed in consultation with Ministry of Steelon the pattern of US Steel Import Monitoring and Analysis (SIMA) system.

The SIMS will provide advance information about steel imports to Government and stake holders including, steel industry (producers), steel consumers(importers) to have effective policy interventions.

In this system, the importers of specified steel products will register in advance on the web portal of SIMS providing necessary information. The registration will be online and automatic and no human intervention is required.  The importer can apply for registration not earlier than 60th day and not later than 15th day before the expected date of arrival of import consignment. The automatic Registration Number thus granted shall remain valid for a period of 75 days. The information about the steel imports provided by the importers on the SIMS will be monitored by the Steel Ministry.

Steel Import Monitoring System (SIMS) has been notified with effect from 1st November, 2019 vide Notification No.17 dated 5th September, 2019.The system shall require importers to submit advance information in an online system for import of 284 steel tariff lines at 8-digit HS code in order to obtain an automatic Registration Number by paying prescribed registration fee. Importer shall have to enter the Registration Number and expiry date of Registration in the Bill of Entry to enable Customs for clearance of consignment. The SIMS will be effective from 01.11.2019, i.e., Bill of Entry on or after 01.11.2019. The facility of on line Registration will be available with effect from 16/09/2019.

Export promotion : Steps taken so far
Export promotion measures taken in last few years
Interest Equalization Scheme (IES) on pre and post shipment rupee export credit
introduced from 1.4.2015 providing interest equalisation at 3% to exporters on 416 lines
and for all MSME exporters.
• The IES rate increased to 5% for MSME exporters with effect from 2.11.2018 and
merchant exporters were covered under the scheme with effect from 2.1.2019.
• India’s rank in World Bank ‘Ease of doing business’ ranking improved from 142 in 2014 to 77 in 2018, with the sub-rank in ‘Trading across borders’ moving up from 122 to 80.
• “Trade Infrastructure for Export Scheme (TIES)” launched with effect from 1st April 2017
to address the export infrastructure gaps in the country.
• Comprehensive “Agriculture Export Policy” launched on 6th December, 2018 with an
aim to double farmers’ income by 2022
• “Transport and Marketing Assistance” (TMA) scheme launched in 05th March 2019 for
mitigating disadvantage of higher cost of transportation for export of specified
agriculture products.
• Scheme for Rebate of State and Central Taxes and Levies (RoSCTL) covering export of
garments and made-ups notified on 7.3.2019 providing refund of duties/taxes at higher
New Measures to Boost Exports
– Incentives and Taxation
1. Extend the scheme of Reimbursement of Taxes & Duties for Export promotion
• Scheme for Remission of Duties or Taxes on Export Product (RoDTEP) will replace MEIS.
• Existing dispensation in textiles of MEIS + old ROSL will continue up to 31.12.2019
• Textiles and all other sectors which currently enjoy incentives upto 2% over MEIS will transit into RODTEP from 1.1.2020
• In effect, RODTEP will more than adequately incentivize exporters than existing schemes put together.
• Revenue foregone projected at up to Rs. 50,000 crores
2. Fully automated electronic refund route for Input Tax Credits (ITC) in GST
• Fully electronic refund module (FORM GSAT RFD-01) for quick and automated refund of ITC nearing completion and will be implemented by end September 2019.
• This is expected to monitor and speed up ITC refunds.
3. Expanding scope of Export Credit Insurance Scheme (ECIS) by ECGC
• Export Credit Guarantee Corporation (ECGC) will expand the scope of ECIS
• Will offer higher insurance cover to banks lending working capital for exports.
• Premium incidence for MSMEs will be moderated suitably.
• It is expected that the initiative will cost about Rs 1700 cr per annum.
• This will enable reduction in overall cost of export credit including interest rates, especially to MSMEs
4. Revised Priority Sector Lending (PSL) norms for Export Credit
• Priority Sector Lending (PSL) norms for Export credit have been examined and enabling guidelines are under consideration of RBI
• This will release an additional Rs. 36,000 crs. to Rs 68,000 crores as export credit under priority sector.
5. Effective monitoring of Export Financing by Department of Commerce
• Data on Export Finance is regularly published by RBI
• Export Finance will be actively monitored by an Inter Ministerial Working Group in Department of Commerce, tracked through a dashboard, reviewed with institutions and active intervention carried out.
6. Leverage technology to reduce “Time to Export or Turn-around time”
• Technology will be further leveraged by timely completion of ongoing initiatives to further reduce “Time to export” – though seamless process digitization of all export clearances (port/airport/customs, etc) and elimination of offline/manual
• An action plan to reduce Time to export/turn-around time in airports and ports benchmarked to international standards will be implemented by Dec 2019.
• Actual turnaround times will be published in real time for each port and airport to push them to improve performance
• An Inter-Ministerial Group will be made accountable for this.
7. Annual mega shopping festivals.
• Annual mega shopping festivals in India will be organized in 4 places across 2020 March in 4 themes (G&J, Handicrafts/Yoga/Tourism, Textiles and Leather)
8. Special FTA Utilisation Mission
• FTA Utilisation Mission, headed by a Senior officer in Department of Commerce, will be set up
• To work exclusively with FIEO and export houses to utilise concessional tariffs in each FTA,
• Enhance awareness of preferential duty benefits among MSMEs, disseminate and facilitate compliance requirements (Rules of Origin/ Certificate of Origin, etc.) under FTAs for importers and exporters,
• Set goals for FTA utilization and put in place an effective FTA monitoring system.
9. Online “Origin Management System”
• An Online “Origin Management System” for exporters to enable them to obtain Certificates of Origin – CoO (under Rules of Origin) will be launched in the next few weeks by DGFT in collaboration with Exports Inspection Council.
• This is expected to significantly improve ease of doing business for exporters.
10. Time bound adoption of mandatory Technical Standards
• Time bound adoption by Industry of all necessary mandatory technical standards and their effective enforcement to elevate the quality and performance ecosystem, enhance competitiveness and address the issue of sub-standard imports.
• A Working Group on Standards will be set up in D/o Commerce to work with industry to lay down a roadmap for adoption of Standards, time lines and enforcement.
• This is expected to be a big boost in enabling Indian products overcome Non-tariff barriers in exports.
11. Affordable testing and certification infrastructure
• Affordable testing and certification infrastructure will be adequately expanded and developed in PPP mode to enable exporters to get all internationally accepted tests and certification done within India.
• This will reduce costs of adoption of standards and certification for Indian exporters to meet national standards of FTA partners
12. Enable handicrafts industry to effectively harness e-commerce for exports
• Special dispensation for facilitating and on-boarding handicrafts artisans and handicraft cooperatives directly on e-commerce portals and enable seamless exports.
• Mass enrolment of artisans across India with help of M/o Textile and organisations like TRIFED, CIE, etc.

स्वच्छता ही सेवा 2019 के लिए डीपीआईआईटी द्वारा प्लास्टिक अपशिष्ट प्रबंधन अभियान की शुरूआत

प्रधानमंत्री द्वारा स्‍वतंत्रता दिवस के अवसर पर दिये गये भाषण में प्‍लास्टिक अपशिष्‍ट प्रबंधन के लिए कार्रवाई करने का आह्वान किया गया था। इस वर्ष की स्‍वच्‍छता ही सेवा का विषय प्‍लाटिक अपशिष्‍ट प्रबंधन है। वाणिज्‍य और उद्योग मंत्रालय का उद्योग और आंतरिक व्‍यापार संवर्धन विभाग (डीपीआईआईटी) जल शक्ति मंत्रालय के पेयजल और स्‍वच्‍छता विभाग के अभियान की सफलता के लिए महत्‍वपूर्ण भूमिका निभा रहा है।

पहले डीपीआईआईटी सीमेंट भट्टों में 2 अक्‍टूबर, 2019 को एकत्र प्‍लास्टिक अपशिष्‍ट की रि-साइक्‍लिंग सुनिश्चित करेगा और दूसरे 2 अक्‍टूबर, 2019 को ही राष्‍ट्रव्‍यापी श्रमदान के माध्‍यम से प्‍लास्टिक अपशिष्‍ट एकत्र करेगा। इसके लिए डीपीआईआईटी ने सभी राज्‍य सरकारों और केन्‍द्र शासित प्रदेशों से अपने यहां सभी औद्योगिकी एस्‍टेट्स, पार्कों, कारिडोरों, नोड्स और औद्योगिक क्षेत्रों से 11 सितम्‍बर, 2019 से शुरू होने वाले स्‍वच्‍छता ही सेवा 2019 के लिए प्‍लास्टिक अपशिष्‍ट एकत्र करने का अनुरोध किया है।

जल शक्ति मंत्रालय के पेयजल और स्‍वच्‍छता विभाग ने डीपीआईआईटी से सीमेंट भट्टों द्वारा प्‍लास्टिक अपशिष्‍ट के उपयोग को जरूरी बनाने का अनुरोध किया है। डीपीआईआईटी यह सुनिश्चित करेगा कि इस वर्ष दिवाली तक सीमेंट भट्टों में एकत्र किया गया प्‍लास्टिक अपशिष्‍ट रि-साइकल किया जाये। इस वर्ष 2 अक्‍टूबर को स्‍वच्‍छता ही सेवा अभियान के लिए डीपीआईआईटी के कर्मचारी श्रमदान करेंगे और पूरे देश में प्रौद्योगिक क्षेत्रों और उनके आस-पास प्‍लास्टिक कचरे का संग्रह सुनिश्‍चित करेंगे।

डीपीआईआईटी ने सतत और निरंतर आधार पर प्‍लास्टिक अपशिष्‍ट प्रबंधन पर ध्‍यान देते हुए राज्‍य सरकारों से औद्योगिक पार्कों को संवेदनशील बनाने का अनुरोध किया है। सभी राज्‍य और केन्‍द्र शासित सरकारें अपने यहां स्‍थापित की जाने वाली नोडल टीमों के माध्‍यम से इस अभियान की निगरानी करेगी।

DPIIT to Launch Plastic Waste Management Campaign for Swachhta Hi Sewa 2019

As part of Prime Minister’s call to action for Plastic Waste Management, during his Independence Day speech, the theme of this year’s Swachhta hi Sewa is Plastic Waste Management. Department for Promotion of Industry & Internal Trade (DPIIT), Ministry of Commerce & Industry, is playing a critical two-fold role for the success of the campaign as mandated by Department of Drinking Water and Sanitation, Ministry of Jal Shakti.

First, DPIIT will ensure recycling of plastic waste collected on 2nd October 2019 in cement kilns and second, collect plastic waste through nationwide shramdaan on 2nd October 2019. For this DPIIT has requested all the State Governments and Union Territories to mobilise the Industrial Parks in States and Union Territories for collection of plastic waste across all Industrial Estates, Parks, Corridors, Nodes and Industrial Areas for the Swachhta hi Sewa 2019 campaign beginning from 11th September, 2019.

The Department of Drinking Water and Sanitation, Ministry of Jal Shakti, has requested DPIIT to mandate the use of plastic waste by cement kilns and DPIIT will ensure that all collected plastic waste may be recycled in cement kilns by Diwali this year.

On 2nd October, for the Swachhta hi Sewa campaign this year, DPIIT personnel will undertake Shramdaan and ensure the collection of plastic waste on and around industrial areas all across the country.

DPIIT has requested State Governments to sensitize Industrial Parks by focusing on Plastic Waste Management on a sustained and continuous basis. State and Union Territory Governments will monitor the campaign through their nodal teams to be set up by them.

Finance Ministry meet Heads of CPSEs to boost Capital Expenditure & to ensure quickly payments to Vendors

Ministry to constantly monitor progress of large infrastructure projects for Ministries as well as CPSEs

In order to boost capital expenditure of the Union Government so as to pump liquidity in the market to boost demand, Ministry of Finance held meeting with the heads of Maharatna and Navratna Central Public Sector Enterprises (CPSEs) and Financial Advisors(FAs) of infrastructure Ministries here today. The meeting was Co-Chaired by Shri Atanu Chakraborty , Secretary, Department of Economic Affairs and Shri G.C.Murmu , Secretary Department of Expenditure .

During the meeting following three areas were reviewed

(a) Capital expenditure by various CPSEs & Ministries. They were impressed upon to adhere to the expenditure plan and accelerate investment activities.

(b) Monitoring release of payments for procurements and other contracts without delay to infuse liquidity in a time bound manner.

(c) Resolution of outstanding payments which may have been held up on account of disputes.

Ministry of Finance would constantly monitor the progress of large infrastructure projects for the Ministries as well as the CPSEs and further follow meetings would be held. For this purpose, Ministry will be developing a dashboard for enabling Ministries to upload figures on periodic basis.

During last week, the Secretary (Expenditure) and Secretary (Economic Affairs) also Co-Chaired a meeting with the heads of large CPSEs and officials of the Ministry of Micro, Small and Medium Enterprises and the Ministry of Public Enterprises.

Government has devised a multi- pronged approach for providing boost to the economy. Merger of some Public Sector Banks and upfront capital infusion of Rs. 70.000 crore were announced recently. It is hoped that enhanced credit flow will spur investment cycle and help revive stressed sectors like housing. Start-ups have been exempted from ‘angel tax’. Distress in the auto sector has also been addressed through a package of measures.

पूंजीगत व्यय को बढ़ावा देने और वेंडरों को जल्द भुगतान सुनिश्चित करने के लिए सीपीएसई प्रमुखों के साथ वित्त मंत्रालय की बैठक

मंत्रालयों और सीपीएसई के लिए बड़ी बुनियादी ढ़ांचा परियोजनाओं की प्रगति पर लगातार नजर रखेगा वित्त मंत्रालय

बाजार में नकदी प्रवाह बढ़ाने के लिए केन्द्र सरकार के पूंजीगत व्यय को बढ़ावा देने के क्रम में वित्त मंत्रालय ने आज महारत्न और नवरत्न केन्द्रीय सार्वजनिक उपक्रमों (सीपीएसई) और वित्त सलाहकारों (एफए) के प्रमुखों के साथ बैठक की। बैठक की सह-अध्यक्षता आर्थिक मामलों के विभाग में सचिव श्री अतानु चक्रवर्ती और व्यय विभाग में सचिव श्री जी. सी. मुर्मु ने की।

बैठक के दौरान निम्नलिखित तीन क्षेत्रों की समीक्षा की गईः-

  •  विभिन्न सीपीएसई और मंत्रालयों के पूंजीगत व्यय। व्यय योजनाओं और निवेश गतिविधियों की गति की सराहना की गई।
  • खरीद एवं अन्य अनुबंधों के लिए समय पर भुगतान सुनिश्चित करने के लिए समयबद्ध तरीके से धन के आवंटन की निगरानी।
  • बकाये भुगतान के लिए समाधान, जो विवादों के कारण टाल दिए गए थे।

वित्तमंत्रालय विभिन्न मंत्रालयों और सीपीएसई के लिए बड़ी बुनियादी ढ़ांचा परियोजनाओं की प्रगति पर लगातार नजर रखेगा और इस संबंध में बैठकें भी आयोजित करेगा। इस उद्देश्य से मंत्रालय एक डैसबोर्ड विकसित करेगा जहां सभी मंत्रालय समय-समय पर आंकड़े अपलोड करेंगे।

पिछले सप्ताह के दौरान सचिव (व्यय) और सचिव (आर्थिक मामले) ने भी बड़े सीपीएसई के प्रमुखों और सूक्ष्म, लघु एवं मझोले उद्यम मंत्रालय तथा सार्वजनिक उपक्रम मंत्रालय के अधिकारियों के साथ एक बैठक की सह-अध्यक्षता की।

सरकार ने अर्थव्यवस्था को सुदृढ़ करने के लिए एक बहु-आयामी रणनीति तैयार की है। इस क्रम में सार्वजनिक क्षेत्र के कुछ बैंकों के विलय और बैंकों में 70,000 करोड़ रुपए की पूंजी डालने की घोषणा की गई है। उम्मीद की गई है कि नकदी प्रवाह बढ़ने से निवेश चक्र को गति मिलेगी और आवास जैसे दबावग्रस्त क्षेत्रों में सुधार होगा। स्टार्टअप को एंजल टैक्स से छूट दी गई है। वाहन क्षेत्र के संकट को भी तमाम उपायों के जरिए दूर करने की कोशिश की जा रही है।

Launches the new healthy eating approach of “Eat Right India Movement”

“Eat Right, Stay Fit, Tabhi India Super Fit”, Dr Harsh Vardhan said this as he launched the Eat Right India Movement of FSSAI, the new healthy eating approach which places citizens at the centre of a Health Revolution through food and fitness. The campaign ‘Eat Right India’ with its new logo and tagline ‘Sahi Bhojan. Behtar Jeevan’ were released by the Health Minister, at an event here today on the side-lines of the 5-day ‘72nd Session of the WHO Regional Committee for South-East Asia’.Ms. Preeti Sudan, Secretary (HFW), DrPoonam Khetrapal Singh, Regional Director, WHO South-East Asia Region, Ms. Rita Teotia, Chairperson (FSSAI) and Shri Pawan Agarwal, CEO (FSSAI) were also present at the event.

Dr Harsh Vardhan added that this can become a country wide movement only with the active support and partnership of all sections of the society, including the media, the food producers, consumers and other stakeholders. Highlighting the critical importance of a Jan Andolan on issues around nutrition, Dr Harsh Vardhan stated that it is part of the vision of the Hon. Prime Minister Shri Narendra Modiji, that the month of September is being celebrated all across the country as “Poshan Maah” (Nutrition Month) to sensitize the public towards healthy eating, address the twin issues of malnutrition/undernutrition and problem of obesity in some sections of the population, and also intensifying the campaign towards a ‘Malnutrition-Free India’.This movement is aligned with the Government’s flagship public health programmes such as POSHAN Abhiyaan, Ayushman Bharat Yojana and Swachh Bharat Mission to lead us to the New India, which our Prime Minister wishes to deliver to all citizens by 2022.

Dr Harsh Vardhan emphasised that the Eat Right India movement is a crucial trigger for the much needed social and behavioural change. This campaign along with the ‘Fit India’ Movement’ launched by the visionary Prime Minister Shri Narendra Modi ji will help us to fight lifestyle diseases like hypertension, obesity and diabetes effectively, he added.

“India is passing through an epidemiological shift from communicable to non-communicable diseases, and the burden of diet-related diseases such as diabetes, hypertension, and obesity is rising rapidly. The new “food systems approach” judiciously combines the regulatory and capacity building measures with consumer empowerment initiatives”, he stated.

Outlining the measures taken by the Government for escalating the Eat Right movement, Dr Harsh Vardhan stated that the Government has prescribed a limit for Total Polar Compounds (TPC) at 25% in cooking oil to avoid the harmful effects of reused cooking oil. Standards for five fortified staples -wheat flour, rice, oil, milk and salt to reduce large-scale deficiencies of vitamins and minerals have been notified, in addition to standards for health supplements, nutraceuticals, prebiotics and probiotics products.  “To facilitate informed consumer choices Regulations on Advertising and Claims and mandatory menu labeling has been notified. In addition, labeling provisions have been made for appropriate use of sweeteners for children and pregnant women”,Dr Harsh Vardhan added. He further mentioned that to reach the target of Trans-fat Free India by 2022, regulations to reduce trans-fat to less than 2% in all oils, fats and food products are in place.

The Union Health Minister said that preparatory work for creating awareness around mindful eating is also in place, with pilots/prototypes for clusterisation schemes such as Clean Street food Hubs, Clean and Fresh Fruit and Vegetable markets and Eat Right Campus for schools, colleges, workplaces and other campuses being successfully tested on a pan-India basis. “Food businesses have participated in large-scale training and capacity building programs on ensuring food safety through the FoSTaC initiative, under which over 1.7 lakh food safety supervisors have been trained and certified.  Robust material in the form of a Pink Book, Yellow Book, DART Book, informative videos etc., are in place, and can be accessed through a video library on FSSAI’s website,” Dr Harsh Vardhan added. The Health Minister further said that he recently inaugurated the first ever state-of-the-art National Food Laboratory of Delhi, NCR and to strengthen the Eat Right Movement a network of food testing laboratories is being established in the country. Today such laboratories have increased to 261 from 138 during the year 2014, he elaborated.

Dr Poonam Khetrapal Singh, Regional Director, WHO SEARO stated that The Eat Right campaign is a true example of multi-sectoral collaborative approach that WHO has been advocating for to address non-communicable diseases such as heart diseases, high blood pressure, diabetes, obesity, malnutrition, etc. The campaign brings together people, celebrities and other influencers, food industry, public health professionals, civil society and consumer organizations. It seems to address both the demand and the supply side – by making people aware of the what it means by eating right, and the benefits of it for them to make right choices. On the supply side, it promotes food businesses to reformulate their products, provide better nutritional information to consumers and make investments in healthy food as responsible food businesses. She commended India for launching a campaign mode approach to ‘Eat Right’. This along with the Fit India campaign launched recently will go a long way in addressing non-communicable diseases. What India does and achieves will make a significant impact in arresting the NCD tsunami in the region as well as globally, she stated.

Keeping the Eat Right component intact, the lunch served at the media interaction after the launch event included food with less salt, less sugar and less saturated and industrially-produced trans-fats. The menu had a gamut of dishes made from locally available ingredients, and local produce and combined salads, sprouts, cereals, vegetables etc., that were cooked in minimal mustard and olive oil.

At the event, Dr Harsh Vardhan also launched the new Eat Right India logo that represents a healthy plate, a TVC by the popular cricket icon Shri Virat Kohli on eating right, an online Eat Right Quiz, the Eat Right Online Course for frontline health workers, and an Eat Right India Store featuring merchandize to nudge right eating habits.

इस अवसर को देखते हुए उर्वरक विभाग ने स्वच्छता पखवाड़ा और स्वच्छता ही सेवा अभियान के दौरान अपने कर्मचारियों को कपड़े के बैग वितरित करने का निर्णय लिया। यह बैग कर्नाटक के रामोहल्ली जिले के मरागोंडनहल्ली ग्राम पंचायत की श्री लक्ष्मी देवी स्वयं सहायता समूह की महिलाओं द्वारा बनाए गए हैं।

आशा है कि कर्मचारी कपड़े के बैग का न केवल दैनिक उपयोग में काम लाएंगे, बल्कि वे प्लास्टिक के उपयोग को कम करने के लिए उत्साहित होंगे और बड़े पैमाने पर प्लास्टिक कचरा प्रबंधन करेंगे। साथ-साथ स्वयं सहायता समूहों का स्थानीय उत्पादों से उन्हें अतिरिक्त आय होगी।

उर्वरक विभाग द्वारा एकल उपयोग प्लास्टिक की खपत कम करने का यह छोटा कदम है, लेकिन यह लोगों को अच्छे विकल्प के प्रति जागरूक करेगा और इससे भारत की ग्रामीण महिलाओं की आय और आजीविका में सुधार होगा।

ESIC Signs an Agreement with SBI for Payments To ESIC Beneficiaries on Real Time Basis

A Memorandum of Agreement has been signed between the Employees’ State Insurance Corporation (ESIC) and SBI today in accordance with which, the SBI would provide e-payment services directly to the bank accounts of all ESIC beneficiaries and payees without any manual intervention as an integrated and automated process.  The SBI would provide e-payment integration with the Enterprise Resource Planning (ERP) processes of ESIC through its Cash Management Product (CMP) e-payment technology platform.

The e-payment integration would effect statutory benefit payments to ESIC beneficiaries as well as other payees on real time basis, reducing time lags and delays and at the same time, help to eliminate mistakes and errors caused by repetitive and manual data entries. The new system will benefit all stakeholders of ESIC. The agreement was signed in the presence of Shri Rajkumar, DG, ESIC and Shri Sunil Wadhera, DGM, SBI.

EC’s Electors Verification Programme to be launched on September 1′ 2019

The Election Commission’s new mega Electors Verification Programme (EVP), which seeks to update electoral rolls through crowd sourcing, is set be to launched on September 1 across the country, officials said on Saturday. Under the programme, a voter from each family will get a username and password, allowing a person to upload all documents related to electoral registration and tag similar details about his or her family members, Delhi Chief Electoral Officer (CEO) Ranbir Singh said a ..

“These details will then be verified by block level officers (BLOs) and therefore, it will save a lot of time. The idea is also to empower voters to assess electoral roll details, self-authenticate and then get mistakes rectified, if any,” he said.

The ‘mega million’ launch will take place in all states and Union territories. It will be done by 36 CEOs at the state headquarters level, by 740 district electoral officers at the district level and by BLOs and electoral registration officers in around one million polling stations, the EC said.

“In Delhi, the EVP will be launched from 14,000 different places. The programme will take place in campaign mode from September 1 to October 15.

“The purpose is to improve the health of electoral rolls and augment enrolment of all eligible citizens during special summary revision of the electoral rolls,” Singh told reporters.

He said, the summary revision draft will be published after that, with cut-off date being January 1, 2020, and the final roll will be published by the first or second week of January.

The Delhi CEO said, the EVP programme can be effected both onlne and offline.

“Online, a voter can go to the NVSP website and do the desired registration or on Voter helpline mobile app of the EC. Offline, voters can go to any of the voters’ centre spread across 70 assembly constituencies or through nearly 550 CSCs (Common Service Centres) spread across the city, if a person is not so tech-savvy” Singh said.

Each CSC will charge a nominal fee, like Re 1 for uploading a document or Rs 2 for photo upload and Rs 1 for submitting Form 6. The fee will be displayed at each CSC and also on the Delhi CEO website, he said.

The EC in a statement said the EVP is “meant for improvement of health of electoral rolls and enrolment of all eligible citizens during special summary revision 2020 by verification or authentication of electors’ details through crowd sourcing and verification through field inputs by BLOs which is scheduled to be launched in all States/UTs on September 1”.

The commission has decided that in addition to the already approved seven documents — passport, driving license, Aadhaar, ration card, identity card for government/semi-government officials, bank passbooks, and farmer’s identity card; three more documents will also be used for authentication of electors’ details

“These documents are — PAN card, smart card issued by RGI under NPR; and latest water/telephone/electricity/ gas connection bill for that address, either in the name of the applicant or that of his/her immediate relation like parents etc,” the EC said.

The citizens will also be allowed to submit verified documents from Digilocker for which provision has been made on prescribed digital platforms, the statement said.

Singh said, this was a “golden opportunity” for voters to get the names added, details modified or names removed in case of death of voters.

Sharing the details on electoral rolls od Delhi, he said, till August 31, the number of voters on the roll stood at nearly 1.44 cr.

Out of this 1,43,94,262 voters, 79,12, 319 are male, 64,81,261 female and 682 of third gender, he said.

In Rajasthan, CEO Anand Kumar said the verification programme will run from September 1 to October 15.

Kumar has appealed to voters to verify their entries through the facilities provided by the EC such as the NVSP portal and the Voter helpline mobile app.
